Locality compensation costs are part of the national Employment Cost Index (ECI), which measures quarterly changes in compensation costs, which include wages and salaries and employer costs for employee benefits. Minneapolis' 4.1-percent gain in wages and salaries over this 12-month period compared to 4.2 percent in Chicago and 4.1 percent in Detroit. The annual increase in compensation costs in Minneapolis was 4.0 percent in June 2023, compared to 4.3 percent in Detroit-Warren-Ann Arbor and 4.1 percent in Chicago-Naperville, the two other metropolitan areas in the Midwest.
